As with most open source projects, we depend on volunteers who build packages and/or archives for distros like Debian. Currently no one is actively maintaining these packages, so you'd actually have to build RefDB from the sources. This should work without any problems though. As for the libdbi requirements, you'd best have a look at Debian-unstable which has the latest packages available. I don't know whether you can simply add Debian unstable to your sources.list. But as I've mentioned above, we strongly depend on volunteers who provide packages. We had a very active maintainer for a while, but no one feels responsible at this time.
