#31 Add ISSN column to periodical table

ISSNs are currently managed on a per-reference base
which is ok for books and the like. Journal, newspaper,
and magazine articles would be served better by keeping
the ISSN information with the periodical data, i.e. by
adding a ISSN column to t_periodical.
