[refbase-talk] refbase and php7

Hi Everyone,

I realised recently that the existing refbase version does not work with
php7.

I ran through the exiting code and modified it so that it now works
with php7.

I'm happy to submit the patch but I'm not sure how to do this.

I'm not sure if I can send the patch attached to this message.
