Please use our official support channels so that answers can help others. Hypothes.is works in my installation just fine. Refbase merely points to a PDF on your server. What happens next depends on the mimetype settings of your server and your own browser. Hypothes.is's support channels are better suited to tell you what they can/can't support. The one thing they don't seem to support is the use of browser extensions that handle the PDFs.
