By "yet to be created database", do you just mean you haven't gathered
the bibliographic data yet?  If So, then yes: you can add the data at
any time.

If you are asking whether you can design your own database schema or
use a third party schema (rather than using the data structure that
comes with refbase), the answer is "yes...to a point."  refbase
expects certain fields and expects those fields to be formatted a
certain way.  But there is reasonable flexibility for renaming those
fields.
