To use help at(for example)
I have to login.
As I don't have an account yet, it says
"use the form below to create a new user account".
But there isn't any form below on the page.
How to create an account and use some of the help pages
which need logging in?
Hi, sorry for the trouble. The creation of new user accounts at the refbase wiki was temporarily disabled due to abusive use.
I've now re-enabled user account creation, so please try again.
However, note that all contents in our wiki are freely accessible without the need to login. You'll only need a login account when you'd like to edit any of the pages. Also note that the main page (as in your example) should never (and thus cannot) be edited by any regular user.
If I'm somehow misunderstanding you here, please elaborate what you're trying to accomplish.

I'm not sure I understand your problem. All available help pages in our wiki can be viewed without login.

Use the links on that page to access the various wiki pages. The refbase help pages are available under the "Documentation" link:

I created an account in the meantime
anyway so the problem has been solved
Simply some help pages needed logging
in and were not accesible without it.

To the best of my knowledge, no login is required to view any of the existing wiki pages.
Could it be that you did click on some links in our wiki that lead to pages that don't exist yet, thus giving you the impression that a login would be required to view tem?
As an example, if you've clicked on a link such as this one:
you've followed a link to a page that doesn't exist yet. That page would be publicly visible if it would exist, but no page content has been provided for that page yet.
The refbase wiki is a documentation in progress, i.e. not all links currently lead to page content. However, links that lead to existing pages should be distinguishable from links to non-existing pages by their link color (darker blue vs lighter blue).
