#14 PC300 configuration utilities

The HDLC and PC300 drivers included in the 2.2.3 redWall release are missing the configuration utilities necessary to use them with the Cyclades PC300 routing card.

Missing utils:
sethdlc
pc300cfg

Both are available from the Cyclades website.

I attempted to include the 4.1.0 package with this request but the file was too big.
