RecordEditor Version 0.69.2b

The RecordEditor is an editor for Fixed Width, CSV and Cobol files (Text/Binary). The editor uses a file description to display / edit the data in a more readable form than a normal text editor.

Changes all relate to handling large files:
* The package will now use an "Overflow" file if the file being editted is to big to fit into memory.
* There a several new "File Models" that are used to optermise certain types of Large Files
* Some optermisation of Bin-Text IO routines.
* More Options "Big File Options" added to allow the optermisation of the RecordEditor for Big Files on your computer.
