Actually, the fix to windres was introduced in binutils-2.12.90. The general
rule about MinGW packages is "always use the latest version". I guess it is
enough to have a look at the MinGW website every now and then.

I'm using gcc-2.95.3-6 based setup for developing reactos but I also keep a
gcc-3.1 tree for testing.

I cannot comment on bochs because I always run ReactOS on real hardware.
