it's not enough. It doesn't protect stupid developers from creating windows 
that steal the focus from another window in the same program. See Miranda 
ICQ: the smartass that programmed the StatusNotifyEx plugin uses 
SetForegroundWindow (or something to that effect) constantly, so you often 
find yourself typing into a notification pop-up because it has stolen focus 
from the message composing window
