[ros-kernel] FreeLoader & setup loader

I'm going to add a new target to the FreeLoader Makefile that will
generate a setup loader version of FreeLoader. I will also modify the
code to not include the code to boot multiple operating systems in the
setup loader version.
 
Everyone please keep in mind that when you change the freeldr.sys module
code you need to update the version and add an entry in the changelog.
