[Rdfapi-php-interest] Bug 1622372: Call-time pass-by-reference has been deprecated

I made changes to my local copy of the code to fix this bug.  It was 
basically to remove the call-time pass by references and insure that the 
function declarations had the "&" operator by objects.  Has anyone 
formally taken it?  I can send the files that were changed.
