#200 en-ca keymap file

Here is an en-ca keymap file that works for me.

It is based on the fr-ca file, but with the map line change to "map 0x1009" .
The fr-ca file didn't work for me because windows uses the "Canadian French (Legacy)" layout which is different to correct "Canadian French" layout corresponding to map 0x1009.
