I have looked and the box that says "Only allow connections ... with Network Level Authentication" is unticked but that whole section of the control panel is greyed out. Do you think it might be controlled by a central policy? I am logged in as a user with administrator access. There is no option as you describe it. ... Actually I have cracked it. With a bit of lateral thinking I clicked in the panel for others to log in instead of the one for myself. Then I could enter my domain, username and password and gain access.
