[rcml-devel] checkin works completely!

  checkin works 100% now for every case I can think of.  If you've got
time, grab it from CVS and try it out.  Try to break it!  Compare the
output messages it produces to the same ones RCS produces.

  For now, a checkin is basically the same as an RCS ci -l.
