This question should be asked at the FreePBX forums.
If it does not work by just restoring the backup from the older version, you might need to boot the older image with FreePBX 13, restore your backup there, then upgrade to FreePBX 14 using the FreePBX upgrade module, then saving the backup again.

I have just upgraded to FreePBX 14 (10/10/2017) from version 13.0.192.19.
After the upgrade I tried to do a restore of my last full backup, but this corrupted version 14.
Is there a way to setup the new version without having to manually put them in?
