I have not tried on PI4, but on all versions up to P3+ and they all boot OK.
I would suggest re-downloading the image and trying again, if the same happens then try a new SD card and/or download the PI standard operating system and see if that works OK.
Did you run raspbx-upgrade?
Did you remember to expand the file system to use all the SD card capacity ?

I have set up the raspbx on Raspberry Pi Model 4 with 8GB RAM and noticed that it takes 7Mins to boot and takes 15min to 21 mins to reboot.
It checks for two process which checks for ZRAM
Please suggest how can I reduce the time to boot/reboot or disable the service which check for the same
