Your FAQ says to edit /etc/dhcpcd.conf to configure static ip address, then run "service networking restart". The "service networking restart" has no effect. Is there a way to change the ip after editing dhcpcd.conf short of rebooting?

It seems like a simple thing, but somehow since Debian Stretch there does not seem to be a simple way to restart networking anymore, see
