All blocks are sorted by the order of the first field on the block. You can see the order number below block name.
If you change the orders of fields on block FILTER form 1,2,3,4 to 100, 101, 102, 103 then block FILTER will be moved afther block B10.
or
If you change order of first field on block B10 to 0 then also block FILTER will be moved afther block B10.
