#1 SubText scalar operator sometimes malfunctions

If a Restrict operator's parameter consists of using the SubText operator to extract a single character from the text of an attribute value ,and this character is then compared with a given character, the Restrict parameter always evaluates to 'false' and the operation returns an empty relvalue.
