#2 Remove default avalon repository locations for Repository

As with the kernel, the repository should fail in
startup if the proper repository property is not set.
Currently, the repository attempts to use both dpml.net
as well as ibiblio.org for its dependency resolution.

These values should be forced to exist in order to keep
from masking configuration issues which occur during
reliance on the bandwidth poor sites.
