In 18EU, players may start new companies from phase 5 onwards in any
empty station circle. If Berlin has two empty circles and a player
chooses to start a new company there, the list of possible stations
includes "Berlin" and "Berlin SE" (or something like that - I'm
writing this from memory of a game from a couple of months ago). I
think these names map to the wrong station circles (although, since I
canno longer verify this, it is possible that I just misunderstood
the nomenclature at the time).
