IMHO, while 'twould be nice to have a
'tile-laying-and-upgrading-rules-enforcement AI', I wouldn't put it at
the top of my 'most-wanted-RAILS-enhancements' list. With the
variations in tile lay-and-upgrade rules between games, it's tough even
for humans to keep track.
