A new maintenance release for Rails 1.x series

Remark: Unfortunately sourceforge is slow today, so please be patient
until the new release is available.
This (quick) release fixes a critical error that could prevent Rails to
start after changing the configuration settings
on Windows systems.

- Fixed error in creation of new profiles on Windows OS systems
- Made configuration system more robust against corrupted/misconfigured
