welcome to Rails.
A good start is to checkout the wiki (check the link on the homepage of
Rails). It describes how to setup a development environment for Rails
(using Eclipse).
There are already some xml files for 1870 from a long time ago: It seems
that the base parameters have already been setup. Unfortunately there
are some rules in 1870 which will require development of at least
intermediate difficulty (e.g. price protection, destination tokens and
some of the private companies special features).
One of the reasons for my redesign for Rails2.0 was to be better able to
add the features required for 1870.
If you have experience with other titles closer to those already
implemented, it might be easier to start with those.
However you can always ask for comments and feedback using the
development list, so feel free to start with what you like best.
