Just had a quick glance through the 18GA rules I have (the original Mark Derrick version), and it seems to me that almost everything is already configurable in the XML files. The only exception I see so far is the OCR special ability (free 2-train). For that aspect I think we can reuse the existing SpecialTrainBuy class, which is already used for the 18AL NDY special ability, by setting the deduction to 100%. The only new aspect, which will require some Java programming to fix, is that the OCR train is reserved (not normally buyable). I don't know if 18GA v2 (from John David Galt) is any different. There also seems to be a Cotton Port variant.
