Recently I started an 1830 Coalfield PBeM. When I made an analysis of what to do I found that N&W can not operate. It start token is not placed and thus game halts whein it is N&W's turn to operate. This is a bug in the current production version of rails, It's already fixed in the development branch, the next release (unsure when that is planned for) will fix this.
