As reported in bug #2962977 by Chris Fawcett the director change algorithm in
Rails can select the wrong player.
It occurs if there are several potential candidates for new directorship, then
Rails select the first in playing order after the old director - regardless
of the number of the shares they are holding.
The bug is fixed in CVS. A backport to Rails 1.1.3 is available on request by
e-mail.
