[Rails-devel] 1856 'CGR can buy 4 Trains' bug

Hey all,

Fix for the bug that allows the CGR to buy a 4 train from another
corporation.  The setBuyableTrains action that checks for trains
available in other corps isn't overridden in 1856 specific code so
there was no check for whether or not the CGR  was allowed to purchase
the train type.  This should be a fix that applies going forward to
any game that has restrictions on corporation purchases by train type
