[Rails-devel] Some refactoring

Done the minor tools/util refactoring mentioned below.

I suggest removing rails.test with only one class in it and move that class
to test or simple deletion of the class, which seems redundant.
Any objections?

It's the precursor of RunGame, and I agree that it is redundant and can be
removed.
Even I have recently stopped using it... :-)
