[Rails-devel] 18GA OSRR extra 2-train

I have implemented the extra 2-train that comes with the OSRR private when
bought by a company in 18GA. 
The simplest solution was to hardcode this feature in a new subclass
OperatingRound_18GA.

Great.  I believe the game is now complete including the Cotton Port
variant.  I updated the wiki.
