I'm not sure if the problem is TileDesigner or the Batik library, but I've already gone down that path. The way I've been obtaining SVGs is to export to PS from TileDesigner, then use pstoedit to convert them to SVG. From there, each tile needs a bit of tweaking that I have been doing with Inkscape, but should be scriptable without too much trouble. So, ideally, what I need is GIFs and SVGs of each tile.
