[Rails-devel] 1856: When I record that the operating company just destinated, all action buttons at bottom of map grey out.

In this saved game, WR just built a connection to its destination, and I
skipped the token laying step.  Then I used the menu item "Special ->
Destinations Reached" to record that fact.  Result: All the action
buttons at the bottom of the map screen ("Set Revenue", "Buy Private",
and "Undo") become greyed out, so I can't (straightforwardly) continue
the game.

Workaround is to go to the Game Status screen, use "Moderator -> Forced
Undo", then go back to the map screen and Redo.

Also (I mention this because it may be related), when I check the box
that says a company has destinated, a subsequent use of "Special ->
Destinations Reached" still shows the same unchanged list of companies
(that is, the one that destinated is neither removed from the list, nor
does it appear already checked).
