please find the release notes for version 2.3.0.

Rails-18xx version 2.3.0

    Completed 18Scan.
    See the Game Notes for some limitations, and instructions on how to
    handle reaching destinations, which must be done manually (as in 1856).

  *

    Implemented Steam over Holland (SOH).
    It includes three Start Round variants, which must be selected in
    the Options menu before starting the game. See the Game Notes for
    details.
    A new feature is the cost imbursement of completing a river
    crossing. Crossable rivers are displayed on the map in the same way
    as impassible tile edges in other games.

    Fixed 1856 bugs, related to using 8-trains rather than Diesels, and
    to CGR token placement when upgrading a #59
    <https://github.com/Rails-18xx/Rails/pull/59> OO tile.

    Several (potential and actual) action logging messages have been
    clarified.

    Minor Bug Fixes to 1880

Thanks to all Bug reporters and to Erik Vos for fixing most of them and
contributing the implementations of 18Scan and Steam over Holland.
