[Rails-devel] Rails 2.0 RC1 1835 bug

Hi,

a little bug in Rails 20. RC1.
The Pru was started in the Operating round. 4 Minors (M3, M5, BB and HB) 
were not exchanged.

At the End of the operating Round all owning Players are asked, to 
exchange or not.
Rails starts with the actual President. see attached Picture. (ie. Sven)

The Rules states, it begins with the starting Player. (Klaus-Jürgen)


The attached save-Files is at the moment before the Exchange.
