[Rails-devel] Creation of rails_2_maintenance branch

As Rails 2.0 gets really close I have created a rails_2_maintenance 
branch that is used for 2.0.x releases and bug fixes.

Branch rails_2_develop is used for the new developments and will be the 
source for the 2.1. release.
