[Rails-devel] 1835: Rick Westermann ruling on Pfb/NF as default?

I will add a GameOption for 1835 to select between the Rick Westermann 
ruling on when to use the PfB and NF private token power.

The Westermann ruling is that can only be used during the standard token 
phase.

The alternative interpretation is that the PfB and NF power can be used 
anytime (especially before a tile lay).

Question is what should be the default setting?

My own preference is to set the default to anytime.
