I've posed the question to a friend who has a copy of the game. My memory
is that the rules aren't clear on the subject, but that our interpretation
has always been that since the owners of the private companies that have
not merged with the Prussian have had the chance to do so and not exercised
that option, it is not considered to be fully subscribed. I will post his
reply when I receive it.
