Planning ahead - you might lay a tile in advance of needing it for the token
because you know that there's some other tile that you are going to want
to lay in the same round as placing the token. I've seen this happen in multiple
games where laying a token and "activating" a company will trigger a phase
change - so you build the infrastructure in advance of your needs post-phase
change.
