Allow me to pick a little nit:

Technically, in Rails, there always is a tile on the map, even initially.
The distinction you are making here with 1830/D&H suggests that you actually
had "track on the (initial) map" in mind.
But in practice, as you know, this option is meant to define if a
non-preprinted tile has to be laid to allow token laying. 
So a better answer here would be "no".
