currently no one is working on 1870.

Everything, what can be done via xml files, is already setup (map, 
companies).

Main issues are the special properties of the privates, price protection 
during share rounds and destination runs.

It requires some Java coding, but on a scala from easy to hard, it is of 
easy to medium difficulty. 1880 and 1862 for example are both hard in 
comparison.

So if anyone is interested in finalizing 1870, can contact me. I would 
be happy to see 1870 implemented in Rails, it is one of my favorite 18xx.
