It seems that Oracle in their latest release of Java (7, update 51 in Jan 2014) increased security-requirements for Webstart applications, that does not allow self-signed Webstart applications to be installed (which I consider as a good thing). I have not explored how to get CA certificate and if there institutions that provide them without a fee involved, maybe some of you have a recommendation? This will be the way to go. However there is workaround mentioned in the reference below: Just go to Java Control Panel -> Security -> Edit Site List, and add the URL of the self-signed JNLP app to the list of Locations.
