Update:
I have added a new game option "RouteAlgorithm" for each 18xx.

There are some games that are ambiguous and which default I have used:
1830: Permissive
1835: Permissive
18AL/18GA: Semi-Restrictive
18Kaas and 18Lummer (not included): identical to 1830, thus Permissive

Simply pull and you now able to test the Tile Laying support without 
setting a configuration option in Eclipse.

This is also true for saved game files.
