[Rails-users] [v.1.8.4] 1880 map error

We found a map error in 1880 module. Rails map has large double city in hex
H8 (tile -80020) while it should be medium double city (-80002). That error
makes the Belgian investor unusable as it really needs a double small
station in the hex.
