A seperate master provides a stable fallback common to all development. I have never known a professional software / systems development environment not to have one, and not to insist on one as a security measure. You can do all the development that you want, but until a change is proven to achieve the goals it aims to achieve, it doesn't get added to the master. There is simply too much capacity for confusion and cross-purposes with multiple developers under any other situation, IMO.
