[Rails-devel] Multiple Start Packets?

Everyone,

    It looks like support for multiple start packets partially exists, but
is not complete.  None of the existing games use it.  I think that it would
cleaner for 1880 to start with two start packets instead of one, since
there are two stages to the start - (auction off privates, then pick
foreign investors).  Does this seem reasonable?  Is it ok if I work on
finishing the support for multiple start packets?
