[Rails-devel] 1880 development

Greetings everyone!

I am new to rails development, and am very interested in assisting to make
1880 a full game.  I have brought over the 1880_specific branch, and would
like to make a change to CompanyManager.xml in order to fix the revenue of
the JO and the IG.  My commit of this change failed with a permissions
problem.

What is my best approach to help with 1880?  Am I allowed to make changes?
Is there a review process?
