Given that this isn't even consistent across similar printings of the same game, I cannot see how rails could possibly keep up with having to have the tile number the same as the printed version. It's certainly not worth the added cost of having 6 different number 8 tile images stored just so that rails can cater for the differing potential positions of the tile number.
