At the point of this save file, "By" is trying to lay its second tile,
a city at hex N12.  When I click on the hex, only tile 6 appears at the
left as a tile available for building, and it is grayed out as having
run out.  However, "Info" shows that there are still some of tiles 5 and
57 available, and I want to lay a #57 but it is not being allowed.
