That isn't something rails currently checks, and it has been on the feature request list for ages. In all cases of tile lays and token placements, rails is only ever going to highlight as a suggestion, it will not enforce a correct/incorrect move, that's up to the players, the algorithm to check legal placements is complex and requires a lot of modifications depending on game type, so in this instance consider rails as a digital board, rather than an enforcer of rules.
